Oklahoma Governor J. Kevin Stitt issued Executive Order 2023-24 on Tuesday, Sept. 25, joining the Governors of Virginia and Pennsylvania when it comes to executive orders directed at AI and Generative AI.
Governor Stitt emphasized the need to embrace and responsibly deploy AI technologies, noting their potential to transform public services. The executive order signals Oklahoma’s commitment to shaping AI policy through a state-led approach.
Task Force on Emerging Technologies Under Oklahoma Executive Order on AI
The centerpiece of the order is the Governor’s Task Force on Emerging Technologies, which is charged with studying, evaluating, and recommending policies for the ethical deployment of AI and Generative AI in state government.
Key objectives include:
- Developing governance principles and values for AI use in state operations
- Building a governance framework for data management, model development, oversight, and monitoring
- Recommending workforce training and education strategies
- Exploring how AI can improve government service delivery and operational efficiency
Joe McIntosh will chair the task force and has the authority to create subcommittees and appoint subject matter experts.
Mandatory Committees on Education and Workforce
The executive order mandates the formation of two standing committees:
- One to evaluate AI’s impact on education
- Another to focus on commerce and workforce development
The order also directs each state agency to appoint an internal expert on AI and Generative AI, creating a decentralized yet coordinated push for AI literacy across state government.
While the order mentions that AI is already being used by executive branch IT teams, it does not specify how these tools are currently deployed.
Task Force Structure and Timeline
The task force includes 11 members:
- The Lieutenant Governor
- State legislative leaders
- Senior officials from the Office of Management and Enterprise Services
- Higher education and commerce directors
- Three at-large members appointed by the Governor
A full written report with policy recommendations is due by December 31, 2023, ahead of the state legislature’s 2024 session, which begins February 5.
