Bipartisan AI Bill Proposes Cooperation Between Nations
As the Executive Branch of the United States government focuses on AI regulations, lawmakers have introduced another bipartisan bill aimed at advancing artificial intelligence capabilities among the Five Eyes nations. On November 21, Representative Mike Gallagher of Wisconsin and Representative Ro Khanna of California presented legislation in the House, officially named the “Five AIs Act.”
The bipartisan bill calls for the Secretary of Defense to establish the working group within 90 days. The primary objective of this group is to foster a collaborative strategy and joint initiatives focused on testing, evaluating, and deploying AI systems for defense and intelligence purposes among the Five Eyes allies – the U.S., United Kingdom, Canada, Australia, and New Zealand.
Key provisions of the bill include:
Comparing AI Systems:
Tasking the working group with comparing the current AI systems used by each nation for operational defense purposes.
Improving Interoperability:
Identifying ways to enhance interoperability, particularly in areas like intelligence sharing and battlespace awareness.
Simultaneous System Operation:
Experimenting with operating multiple AI systems alongside each other.
Joint Research and Development:
Developing plans for joint research on new AI capabilities and leveraging commercially available technologies for near-term military interoperability.
Export Control Advice:
Advising on relevant export controls related to AI.
In a press release, Rep. Gallagher emphasized the importance of preventing adversaries, especially the Chinese Communist Party, from weaponizing AI for military ambitions and repressive surveillance states. The bill lays out specific objectives, organizational framework, and reporting requirements for the working group, encouraging participation from intelligence oversight bodies of the Five Eyes partners. The legislation aims to build on existing collaborative efforts on technology among the intelligence-sharing allies, formalizing joint research, development, and standards on emerging AI capabilities.
