Estonia is set to become the first country in the world to integrate AI-powered ChatGPT Edu into its national education system, following a groundbreaking partnership with OpenAI. The initiative, part of Estonia’s AI Leap 2025 strategy, will provide all secondary school students and teachers with access to a customized version of ChatGPT, designed specifically for educational use.
The rollout will begin with 10th and 11th graders by September 2025, expanding over time to ensure that AI tools become a fundamental part of learning and teaching across Estonia. The initiative aims to enhance education by personalizing learning experiences, reducing administrative burdens on teachers, and fostering creativity and critical thinking among students.
ChatGPT Edu, the education-focused version of OpenAI’s widely used chatbot, offers tailored functionalities such as feedback assistance, study support, lesson planning, and automated administrative tasks. Estonia, already among the top 15 global users of ChatGPT, is embracing the technology as a means to enhance digital learning and prepare students for an AI-driven future.
“Artificial intelligence has permanently changed the world, and like all sectors, the education system must adapt,” said Estonian President Alar Karis. “By implementing the best available technology in our schools, we are making learning smarter and more personalized, helping Estonia become the world’s smartest nation.”
OpenAI’s Vice President of Education, Leah Belsky, praised Estonia’s commitment to AI in education. “Millions of students around the world are already using ChatGPT to enrich and personalise their learning. Estonia is setting an example for the world as one of the first countries to fully integrate AI into its education system for the benefit of all students and teachers,” Belsky said.
The partnership with OpenAI is part of AI Leap 2025, Estonia’s ambitious public-private initiative to embed AI capabilities into education and other sectors. The program builds on Estonia’s Tiger Leap project from 1996, which brought computers and digital tools into schools, positioning the country as a global leader in digital governance and education.
Estonia’s AI Leap 2025 will provide free AI tools and a structured framework for their integration into the classroom. Leading Estonian technology companies will support the initiative by collaborating with educators and policymakers to ensure responsible AI use in schools.
The initiative aligns with OpenAI’s broader vision of making AI tools accessible worldwide. Institutions like Harvard, Oxford, and the California State University system have already adopted ChatGPT Edu, but Estonia’s program marks the first national deployment, ensuring equal AI access for all students.
