The Arkansas Artificial Intelligence & Analytics Center of Excellence (AI CoE) has released its initial report outlining a strategic framework for responsible AI adoption in the state. Established under Governor Sarah Huckabee Sanders’ leadership, the AI CoE seeks to balance innovation with security while improving government services and preparing the workforce for an AI-driven economy.

The report emphasizes three primary objectives: protecting Arkansans and their data, improving government efficiency through AI, and ensuring the state’s workforce is equipped for the AI economy. “Artificial intelligence presents a significant opportunity for Arkansas, but we must approach it responsibly,” the report states. “By implementing strong governance and infrastructure, we can harness AI’s potential while safeguarding residents.”

One of the key recommendations is the establishment of a Chief AI Officer, who would work within the Data and Transparency Panel to oversee AI governance and strategy. The report also calls for a secure AI infrastructure, ensuring that AI tools used by the state meet strict privacy and security standards.

To address public concerns over AI misuse, the AI CoE recommends enacting legal protections against AI-driven threats, such as cybersecurity risks and algorithmic bias. The report outlines a framework for transparency, requiring AI systems used in government operations to disclose their decision-making processes and undergo regular security assessments.

The initiative also focuses on workforce readiness, proposing AI training programs for state employees and broader AI literacy efforts. The goal is to create an AI-ready workforce that can effectively integrate AI technologies into public service. Additionally, the report highlights pilot projects in fraud prevention, workforce alignment, and recidivism reduction as test cases for AI-driven solutions.

The final AI CoE report, which will provide a comprehensive AI strategy for Arkansas, is expected to be released in September 2025.
