The European Union’s AI Office has launched a €9 million call for tenders to bolster its enforcement capabilities under the EU AI Act, focusing on the systemic risks posed by general-purpose AI (GPAI) models. The move marks a significant step in operationalizing the EU’s landmark AI legislation, with proposals due by August 25, 2025, at 16:00 CET.

 

Funded through the Digital Europe Programme, the initiative aims to provide technical support to assess and monitor compliance with the AI Act, especially for GPAI systems that could impact public safety, cybersecurity, or fundamental rights across the EU.

 

The tender is divided into six distinct lots. The first five focus on major categories of systemic risk:

 

  •  CBRN threats (chemical, biological, radiological, and nuclear)
  •  Cyber offence risks
  •  Loss of control scenarios
  •  Harmful manipulation of users or environments
  •  Sociotechnical risks, including societal disruption or erosion of democratic processes

 

Each lot will include risk modeling, development of evaluation tools, technical support for AI audits, and ongoing risk analysis.

 

The sixth lot provides cross-cutting support for “agentic evaluations”—examining AI models’ autonomous behavior in complex, open-ended tasks. This reflects growing EU concern about highly capable AI systems acting unpredictably in real-world settings.

 

The selected contractors will play a key role in helping the AI Office build the EU’s oversight infrastructure ahead of the AI Act’s phased enforcement deadlines, with systemic GPAI risk monitoring forming a cornerstone of the new regulatory regime.
