Kyrgyzstan has enacted sweeping legislation to regulate its rapidly growing digital sector, with President Sadyr Japarov signing the nation’s first comprehensive Digital Code into law. The measure, approved by Parliament on June 18, 2025, consolidates previously fragmented digital regulations into a single framework aimed at protecting citizens’ online rights, fostering the digital economy, and attracting greater foreign investment, The Caspian Post reports, citing Kyrgyz media.

According to the presidential press service, the new code unifies rules that were once scattered across multiple laws, creating a streamlined system for managing digital data, services, and technologies. It introduces detailed provisions covering personal data protection, the use of digital services, the operation of telecommunications networks, and the governance of emerging technologies such as artificial intelligence.

Officials say the legislation is designed to ensure user rights and security in the digital space while clearly defining how government agencies, businesses, and citizens interact online. By clarifying responsibilities and protections, the Digital Code is expected to encourage the development of Kyrgyzstan’s digital infrastructure and enhance its appeal to investors seeking stability and clear rules in the sector.

The code’s passage marks a significant step in Kyrgyzstan’s digital transformation strategy, which aims to position the country as a competitive player in the regional technology market. Observers note that by integrating ethical and technical standards for digital services, including AI, the law aligns with global trends toward stronger digital governance.

Set to take effect in six months, the legislation provides a transition period for all stakeholders to adapt to the new requirements. This window will allow technology companies, telecom operators, and government institutions to update compliance processes and ensure readiness before enforcement begins. Once implemented, the Digital Code is expected to serve as the backbone of Kyrgyzstan’s digital policy for years to come.
