xAI and the Government of El Salvador have announced a nationwide partnership to deploy personalized artificial intelligence tutoring across the country’s public education system, a move the partners describe as the world’s first national AI-powered education program. The initiative aims to reach more than one million students in over 5,000 public schools over the next two years.

Under the agreement, El Salvador will work with xAI to co-develop and roll out an AI tutoring platform built on xAI’s Grok model. The system is designed to provide curriculum-aligned, adaptive learning experiences that adjust to each student’s pace, learning style, and level of mastery. While the platform relies on AI to personalize instruction, the partners emphasized that teachers will remain central to the learning process, acting as collaborators rather than being replaced by technology.

The project positions El Salvador as an early adopter of large-scale AI deployment in education, spanning urban centers, rural communities, and a wide range of socioeconomic contexts. Government officials said the effort reflects a broader strategy to use emerging technologies to modernize public services and drive social and economic development.

Beyond classroom deployment, xAI and El Salvador said they will jointly develop governance, auditing, and safety frameworks to guide the responsible use of AI in education. The partnership is expected to generate methodologies, datasets, and regulatory practices that could inform similar initiatives in other countries. Grok is described by xAI as a “truth-seeking” AI system designed to prioritize accuracy and objectivity, with attention to local context and real-world complexity.

President Nayib Bukele framed the initiative as part of El Salvador’s broader push to leapfrog traditional development paths. “El Salvador doesn’t just wait for the future to happen; we build it,” Bukele said, calling the partnership an opportunity to transform education through bold policy choices.

Elon Musk, founder and CEO of xAI, said the collaboration would place advanced AI tools “directly in the hands of an entire generation,” positioning El Salvador as a global test case for system-wide AI-driven education reform.
