Turkey has formally expanded the institutional role of artificial intelligence within its central government following a presidential decree published in the Official Gazette on December 25, 2025. The decree amends several existing presidential regulations and establishes new mandates related to artificial intelligence governance, cloud infrastructure, and digital risk analysis .
Under the decree, Turkey’s Ministry of Industry and Technology has renamed its National Technology General Directorate to the “National Technology and Artificial Intelligence General Directorate,” formally integrating AI into its core responsibilities. The revised mandate assigns the directorate responsibility for developing and implementing policies related to the safe, ethical, and reliable development of artificial intelligence technologies, as well as supporting domestic AI research, infrastructure, and talent development .
The decree outlines a broad scope of duties for the AI-focused directorate, including the development of national strategies for AI governance, coordination of public-sector AI initiatives, support for international cooperation, and the establishment of standards for data centers, cloud computing systems, and AI applications. It also emphasizes the promotion of AI technologies aligned with ethical principles and national priorities, and the strengthening of domestic technical capacity across data, infrastructure, and human capital .
In parallel, the decree restructures several risk analysis and data management units within the Ministry of Treasury and Finance and the Revenue Administration, including the abolition of certain senior positions and the creation of new risk analysis leadership roles. These changes are aimed at improving oversight of economic activity, digital systems, and data-driven enforcement mechanisms .
The decree was signed by President Recep Tayyip Erdoğan and took effect immediately upon publication. Officials say the changes are intended to modernize Turkey’s public administration, strengthen digital governance, and position artificial intelligence as a strategic pillar of national technology policy amid growing global competition in advanced digital systems.
