Governments must rethink how artificial intelligence (AI) is integrated into public services, ensuring transparency, effectiveness, and public trust, according to a new report from the Ada Lovelace Institute. The policy briefing, Learn Fast and Build Things, distills six years of research into AI’s role in government, offering recommendations on responsible and impactful AI implementation.

 

The report highlights several key challenges, including inconsistent definitions of AI, inadequate data quality, lack of transparency in government AI usage, and the need for improved procurement processes. While AI holds promise for enhancing public services, the Institute warns that without clear oversight and evaluation, these technologies could undermine trust and fail to deliver meaningful improvements.

 

One of the report’s main concerns is the absence of a unified framework for defining and categorizing AI tools in government. Varying definitions create confusion among policymakers and public sector workers, leading to ineffective decision-making. The report finds that public sector agencies frequently enter into long-term contracts with AI vendors without sufficient scrutiny, increasing the risk of vendor lock-in. Governments must ensure that procurement decisions prioritize fairness, transparency, and public interest, rather than relying on the promises of private technology firms.

 

Beyond technical fixes, the report stresses the broader societal consequences of AI adoption. Public perception and trust are critical, and past controversies—such as the UK’s A-level grading algorithm—have shown how missteps in AI implementation can provoke public backlash. The Institute suggests that governments actively engage citizens in AI policy discussions to maintain legitimacy and support.

 

Rather than viewing AI as a tool for automating the public sector, the report encourages governments to use it as an opportunity to rethink service delivery. The Institute envisions a future where AI enhances, rather than replaces, human decision-making, ensuring that public services remain people-centered.
