The Albuquerque City Council has taken a bold step toward establishing ethical, transparent, and accountable use of artificial intelligence (AI) in city operations. In a recent session, councilors approved Resolution R-24-81, co-sponsored by District 7 Councilor Tammy Fiebelkorn and District 8 Councilor Dan Champine, directing the creation of a City AI Policy Working Group. This group, spearheaded by the Department of Technology and Innovation (DTI), will be tasked with crafting a comprehensive AI policy for Albuquerque, focusing on responsible and fair AI use.

“Artificial Intelligence is transforming our world, offering remarkable opportunities along with significant risks,” said Councilor Fiebelkorn. “By establishing this AI working group, the City of Albuquerque is taking important steps toward developing a policy that harnesses the benefits of AI for our community while protecting against potential dangers.” Councilor Champine echoed these sentiments, adding, “Our intent here is to initiate a collaboration that allows experts and local stakeholders to create an AI policy framework that promotes technical innovation while maintaining high ethical standards.”

The proposed working group will include city staff from various departments, including the Albuquerque Police Department’s Real-Time Crime Center, the Department of Finance and Administration, and the Human Resources Department. It will also involve key community stakeholders, such as representatives from the Albuquerque Police Officers’ Association, civil rights advocates, local universities, and technology vendors, to foster a diverse and inclusive approach.

The working group’s deliverables are extensive, aiming to ensure that Albuquerque’s use of AI prioritizes transparency, accountability, and community engagement. Tasks include developing a policy mission statement, conducting an inventory of current AI practices within city departments, and establishing guidelines for public engagement on AI-related decisions. One key area is a privacy and security protocol designed to safeguard the personal information of city staff, contractors, and residents, while ensuring that AI systems comply with ethical and regulatory standards.

Moreover, the resolution allocates $50,000 from the city’s general fund to support these initiatives, covering expenses related to staffing, training, and implementing best practices in AI governance. A report detailing the AI policy framework is expected to be presented to the City Council President within nine months of the resolution’s enactment.
