Azerbaijan and Turkey have signed a historic protocol to deepen cooperation in artificial intelligence (AI), with the goal of becoming top-20 global players in the sector by 2030. The agreement was announced on September 29 by Zafer Kucuksabanoglu, Chairman of Turkey’s Artificial Intelligence Policy Association (AIPA), according to Report.
The two nations plan to combine expertise, networks, and resources to capture a greater share of the $15.7 trillion global economic value projected to be created by AI this decade. “Our goal is to increase both Turkey’s and Azerbaijan’s share in the global AI economy,” Kucuksabanoglu said, calling AI a transformative technology reshaping fields from energy to education.
The protocol also emphasizes ethical safeguards, including commitments to data privacy and protections for citizens’ rights. “Our collaboration is not limited to economic opportunities—it also encompasses ethical and privacy issues aimed at protecting citizens’ rights and national security,” Kucuksabanoglu noted.
The move comes as both countries advance their domestic AI agendas. In 2024, Azerbaijan introduced state AI standards (AZS ISO/IEC TR 24028:2024 and AZS ISO/IEC TR 24372:2024) to validate accuracy and interoperability of AI systems. Turkey, meanwhile, has positioned itself as a regulatory frontrunner. Following the EU AI Act, Ankara introduced the draft Artificial Intelligence Bill No. 2/2234 earlier this year, which establishes risk-based rules, mandatory principles such as transparency and accountability, and penalties for misuse.
With Turkey’s growing tech sector—spanning over 100 innovation parks, a strong B2C market, and leading drone technology—and Azerbaijan’s efforts to standardize AI systems, analysts say the partnership could bolster both countries’ competitiveness. Beyond economic gains, the initiative underscores their ambition to align innovation with ethical governance while strengthening their influence in the global AI landscape.
