BABL AI, a global leader in independent AI auditing and assurance, has voiced strong support for a state law in the U.S. California Assembly Bill 1405 would establish a first-of-its-kind enrollment framework for third-party AI auditors. The proposed legislation represents a pivotal move toward transparent, ethical, and standa rdized oversight of artificial intelligence systems used throughout California.

Introduced in February 2025 by Assemblymember Rebecca Bauer-Kahan, AB 1405 was heard by the Assembly Committee on Privacy and Consumer Protection before being overwhelmingly re-referred to the Assembly Appropriations Committee. During the hearing, BABL AI CEO and Founder Dr. Shea Brown provided public testimony, highlighting the bill’s potential to strengthen trust in the AI audit ecosystem by setting clear criteria for independence, transparency, and professional conduct.

Dr. Brown was also in attendance as a representative of the International Association of Algorithmic Auditors (IAAA), of which he is a founding member. This association, comprising professionals from the AI industry, academia, and civil society across diverse sectors, is dedicated to pioneering frameworks for audited algorithms.

If passed, AB 1405 would require California AI auditors performing audits mandated under state law to enroll with the Government Operations Agency. Auditors would be publicly listed and subject to eligibility standards that ensure competence and impartiality—an essential measure for advancing trustworthy AI governance.
