With over three decades of experience in strategic business development and government program management, Mr. Garcia brings a deep well of expertise in navigating federal contracting, public sector growth, and national security initiatives.

Mr. Garcia has led successful business development efforts across numerous government agencies including the Department of Defense, Department of Homeland Security, Department of Health and Human Services, and U.S. Army Security Assistance Command, as well as Foreign Military Sales (FMS) programs. His track record includes moving complex initiatives from concept to implementation both domestically and internationally, all while aligning mission goals with regulatory and policy requirements.

A 23-year veteran of the U.S. Coast Guard, Mr. Garcia’s military career includes key roles as an FMS Program Manager, Government Contracting Officer, and Tactical Training Officer in Maritime Law Enforcement. He holds four advanced degrees, including a Master of Legal Studies in Contract Law, a Master of Science in Project Management, a Master of Public Administration in Government Management, and a Bachelor of Business Administration.
