Bahrain Launches National AI Policy and Gulf Ethics Code to Guide Responsible Tech Use

The Kingdom of Bahrain has officially launched its National Artificial Intelligence Policy, which guides the ethical, safe, and strategic use of AI technologies across government and society. The Information & eGovernment Authority (iGA) made the announcement on July 27. It also confirmed Bahrain’s adoption of the Gulf Cooperation Council’s Guiding Code of Ethics for Artificial Intelligence.

 

The iGA’s official website provides the policy, which follows directives from Minister of Interior General Shaikh Rashid bin Abdullah Al Khalifa and aligns with Bahrain’s Economic Vision 2030 and the UN Sustainable Development Goals.

 

Mohammed Ali Al Qaed, Chief Executive of the iGA, said the national policy seeks to accelerate digital transformation while upholding ethical and legal standards. “This initiative ensures the responsible use of AI in critical sectors like health, education, and public services,” he stated. “It strengthens Bahrain’s competitiveness and positions us as a regional leader in responsible AI deployment.”

 

The policy emphasizes compliance with existing national laws—including the Personal Data Protection Law and the State Documents and Information Protection Law—and promotes education and workforce readiness. The iGA will lead training programs to raise awareness and build government expertise in AI applications.

 

The policy, which targets public officials, technologists, educators, and citizens, rests on four pillars: legal and policy adherence, technology adoption, public education, and international cooperation. Officials highlighted the importance of integrating AI into public services to streamline procedures, increase efficiency, and deliver value to residents.

 

The accompanying Gulf Guiding Code of Ethics is rooted in shared regional values. It reinforces principles such as respect for human dignity, alignment with Islamic law and national identity, environmental sustainability, and privacy protection. Key ethical standards include promoting fairness, preventing harm, and ensuring AI supports—not replaces—human autonomy.

 

Together, the national policy and ethics charter aim to build public trust and create a future-ready digital society grounded in values, innovation, and international collaboration.
