The China National Cybersecurity Standards Practice Guidelines Committee has released a draft document focused on emergency response protocols for generative artificial intelligence (AI) services, marking a significant step in addressing the security challenges posed by advanced AI technologies. The guide, titled “Cybersecurity Standards Practice Guidelines—Generative AI Service Security Emergency Response,” highlights the increasing complexity and risks associated with generative AI systems, emphasizing the need for robust preparedness, monitoring, and response mechanisms.


 
The document underscores the growing prevalence of AI-generated content, such as text, images, audio, and video, and the associated risks, including misinformation, bias, and malicious misuse. It aims to establish a framework for generative AI service providers to enhance their emergency response capabilities, particularly in mitigating risks that may impact national security, public safety, and social stability.

 

The guidelines propose a four-phase emergency response process for generative AI security incidents:
 

  1. Preparation: Establishing comprehensive management measures, technical protocols, and external collaboration mechanisms to address potential AI-related threats.
  2.  

  3. Monitoring and Early Warning: Utilizing real-time monitoring tools and data analysis techniques to detect abnormal activities or content generated by AI systems.
  4.  

  5. Emergency Handling: Classifying incidents by severity and implementing tailored responses, including service suspensions or system adjustments.
  6.  

  7. Post-Incident Review and Improvement: Conducting audits and simulations to refine emergency protocols and improve the robustness of AI systems against future incidents.

 

The guidelines categorize security incidents into content security, data security, and network attacks. Each incident is graded based on its impact on AI services, the severity of business losses, and societal harm. For instance, a critical incident involving manipulated AI models or the generation of harmful content that disrupts public safety could be classified as a “Grade 1” incident, requiring immediate and extensive intervention.

 

The document includes case studies of incidents such as biased or discriminatory content generation and the dissemination of false information, illustrating the importance of prompt detection and resolution. In one example, an AI system generated misleading medical information, prompting swift action to halt the spread and correct the issue.

 

Beyond technical responses, the guidelines emphasize the ethical dimensions of AI safety. They call for strengthened measures to prevent biases in training data, ensure data security, and align AI outputs with societal values. Providers are encouraged to collaborate with stakeholders, including regulators, to align AI systems with legal and ethical standards.

 
The draft guidelines are open for public consultation, with the final version expected to serve as a cornerstone for China’s evolving approach to managing AI risks.
