Indonesia Launches Public Consultation on National AI Roadmap and Ethics Guidelines

The Ministry of Communication and Digital (Komdigi) has opened a public consultation on the White Paper on the National Artificial Intelligence Roadmap and the Concept for Artificial Intelligence Ethics Guidelines, aiming to accelerate the inclusive, sustainable, safe, and responsible development and use of AI in Indonesia.

 

The white paper is the result of the Indonesian AI Roadmap Task Force, which brings together 443 members from government, academia, industry, community groups, and the media. It outlines strategic policy and regulatory directions for managing AI development and adoption nationwide.

 

In parallel, Komdigi has drafted the AI Ethics Guidelines Concept to strengthen and expand upon existing ethical policies, including Ministerial Circular No. 9 of 2023 on AI Ethics. The new concept seeks to ensure that AI innovation aligns with ethical standards, protects public trust, and mitigates risks.

 

According to the ministry, the public consultation aims to gather feedback from stakeholders to enrich and refine both the roadmap and the ethics guidelines. Input will help ensure the final documents are comprehensive, accurate, and responsive to Indonesia’s AI needs and opportunities.

 

Stakeholders can submit their feedback via email to [email protected] until August 22, 2025. The consultation package, available for download, includes the full AI Roadmap White Paper, the AI Ethics Guidelines Concept, and a response form.

 

Komdigi emphasized that this process is a critical step toward formulating national AI strategies that balance innovation with safety, inclusivity, and ethical responsibility, ultimately supporting Indonesia’s ambition to be a leader in responsible AI governance.

 

The public consultation period will be followed by further review and finalization, paving the way for the implementation of policies that shape Indonesia’s AI future.
