Ireland’s AI Advisory Council has released a set of recommendations aimed at positioning the country as a leader in artificial intelligence, emphasizing regulatory excellence, innovation, and responsible AI adoption. The council’s report outlines key areas of focus, including workforce preparedness, AI ecosystem development, education, infrastructure, and regulatory governance.  

 

The report stresses that AI is advancing at an unprecedented pace, requiring Ireland to proactively shape policies that will not only ensure economic competitiveness but also safeguard the workforce and society. Ireland’s strong research capabilities, startup ecosystem, and multinational tech presence provide a solid foundation for AI development, but the council warns that without targeted policies and strategic investment, the country risks falling behind.  

 

A major recommendation is the creation of a publicly available “AI Observatory” to provide real-time data on AI’s impact on labor markets, skills development, and public attitudes. This tool would support policymakers, educators, and businesses in navigating AI-driven changes and ensuring informed decision-making.  

 

The council also calls for accelerating the growth of Ireland’s AI ecosystem by streamlining funding mechanisms for AI startups, fostering stronger investor incentives, and developing a national AI testbed to support responsible innovation. A key suggestion is the establishment of a dedicated Irish AI Office to provide a centralized governance structure for AI policies, ensuring clear regulatory guidance and alignment with the European Union’s AI Act.  

 

On the education front, the council emphasizes the need for AI literacy programs for educators, along with equitable access to AI tools in schools. The report also recommends fostering public discussions on AI’s role in education to ensure transparency and trust.  

 

Addressing concerns about data sovereignty, the council suggests creating an “AI Energy Council” to address Ireland’s energy challenges in supporting AI infrastructure. Additionally, it highlights the importance of safeguarding national data assets, such as media archives and healthcare data, to support AI research while ensuring privacy and security.  

 

In the area of biometrics and law enforcement, the council urges the government to establish a legal framework for facial recognition technology, including independent audits and transparency measures to prevent misuse.  

 

The report concludes by underscoring the need for policies to protect Ireland’s creative sector from AI disruption, including copyright protections and regulations on deepfakes and digital cloning.
