Massachusetts will become the first U.S. state to deploy a ChatGPT-powered artificial intelligence assistant across its entire executive branch, Governor Maura Healey announced, marking a major milestone in government adoption of enterprise AI tools.

 

The rollout will provide nearly 40,000 state employees with access to a secure AI assistant designed to improve efficiency, reduce administrative burdens, and enhance public service delivery. The phased implementation will begin with staff in the Executive Office of Technology Services and Security before expanding to other agencies over the coming months.

 

State officials said the AI assistant will operate within a protected environment designed to safeguard sensitive government data. Employee inputs will not be used to train public AI models, and use of the system will be governed by privacy policies and oversight from the state’s Technology Services and Security Privacy Office.

 

Governor Healey described the initiative as part of a broader effort to modernize government operations and improve services for residents. She said the partnership with OpenAI would help employees spend less time on paperwork and more time addressing public needs.

 

OpenAI CEO Sam Altman said the collaboration reflects a growing trend among public institutions adopting AI tools to enhance workforce productivity while maintaining strong security and governance safeguards.

 

State leaders emphasized that the initiative prioritizes responsible deployment, including employee training programs to ensure proper use of the technology. The training will help workers understand best practices, privacy protections, and strategic applications of the AI assistant.

 

Massachusetts officials said the enterprise deployment builds on the administration’s larger strategy to position the state as a global hub for applied artificial intelligence. Through initiatives such as the Massachusetts AI Hub, the state is expanding partnerships with industry and academic institutions while investing in infrastructure and workforce development.

 

Economic Development Secretary Eric Paley said the deployment demonstrates Massachusetts’ leadership in adopting emerging technologies to strengthen public services and workforce capabilities.

 

While other states have tested limited AI pilots, officials said Massachusetts’ enterprise-wide rollout represents the first comprehensive adoption of ChatGPT across a state executive branch, potentially setting a model for governments nationwide as AI becomes more integrated into public administration.
