MITRE Releases AI Security and Safety Framework for Incoming Administration

Challenges of Rapid AI Development

Policies must keep pace with technological change while bridging the gap between policymakers in the Executive Office of the President (EOP) and the agencies that implement their decisions. The MITRE report stresses that regulation must remain sector-specific and adaptable.

It also recommends operationalizing the NIST AI Risk Management Framework (RMF) across industries to provide a common baseline for safety and assurance.

  • Support AI information sharing and analysis through the new AI Information Sharing and Analysis Center (AI-ISAC).

  • Monitor adversarial AI use by creating a Science and Technology Intelligence apparatus and continuous red-teaming.

  • Mandate auditability and disclosure of training data and foundation models to ensure transparency.

  • Align AI development with ethical principles by establishing research frameworks and regulatory guidelines.

  • Protect critical infrastructure by reviewing and enhancing security plans against AI threats.

  • Promote flexible governance that allows agencies to adapt strategies to their specific contexts and AI maturity levels.

 

Implementation Timeline

 

MITRE recommends a phased approach. In the first 100 days, the administration should evaluate interagency committees and begin industry and academic collaborations. Within the first year, efforts should focus on securing federal funding, mandating system auditability, and reinforcing infrastructure plans.
