Mongolia Launches Nationwide AI and Big Data Skills Program in Partnership with Oracle

Mongolia has unveiled a major three-year initiative to boost artificial intelligence (AI) and big data skills across its public sector and wider population, following the signing of a Memorandum of Understanding with Oracle, according to a blog post by Oracle’s Regional Director Danny Gooris. The effort supports Mongolia’s “Digital First” policy and its National Big Data and Artificial Intelligence Strategy, which outlines 66 government-led projects to be implemented over the next five years.

 

A key pillar of Mongolia’s national strategy focuses on building an ethical, responsible AI ecosystem grounded in strong public–private collaboration. The new partnership with Oracle marks a major step toward that goal, positioning the country to expand digital literacy and develop a future-ready workforce.

 

Under the agreement, more than 60,000 public sector workers—including teachers, doctors, and civil servants—will gain free access to industry-leading training programs through Oracle Academy and Oracle University. The initiative will also extend to citizens nationwide, offering opportunities to learn essential skills in artificial intelligence, database technologies, data management, cybersecurity, and broader information technology fields.

 

According to Oracle, the program is designed to help young people apply AI and data concepts in their daily lives while preparing them for high-demand technology careers. By providing curriculum, cloud tools, teaching resources, and hands-on training, Oracle Academy aims to strengthen Mongolia’s talent pipeline and support inclusive technology education.

 

Oracle University will complement these efforts with professional certifications and training in Oracle Cloud Infrastructure, database systems, and enterprise applications—credentials that can improve job placement and strengthen the country’s digital workforce.

 

The Ministry of Digital Development, Innovation and Communications described the collaboration as a strategic move that advances Mongolia’s long-term digital transformation goals while deepening ties with a global technology leader. Through Oracle’s Skills Development Initiative, Mongolia becomes part of a global effort to address digital skills gaps and support countries navigating rapid technological change.

 

The program is expected to play a critical role in shaping Mongolia’s next generation of technology professionals and fostering a more digitally empowered society.
