North Carolina State Treasurer Brad Briner unveiled the results of an independent evaluation of the Department of State Treasurer’s (DST) three-month ChatGPT pilot program, highlighting significant gains in efficiency, accuracy, and service delivery.

 

Conducted by the Institute for Artificial Intelligence and Emerging Research (IAIER) at North Carolina Central University, the study found that integrating OpenAI’s technology into DST operations helped employees complete tasks faster and deliver clearer, more actionable outputs. In some cases, functions that once took 20 minutes were completed in just 20 seconds, while complex audit reviews were reduced by two-thirds.

 

“Adding the power and speed of artificial intelligence to the talent, experience, and judgment of our state employees is the key to unlocking greater workplace achievements,” Briner said during Friday’s joint press conference with Dr. Siobahn Day Grady, IAIER’s founding director.

 

The 48-page report showed strong employee support, with 85% of participants reporting positive experiences. On average, state employees saved 30 to 60 minutes per day using ChatGPT for drafting communications, summarizing lengthy reports, translating technical information, and generating new ideas to solve complex problems.

 

OpenAI’s Chris Lehane, Chief Global Affairs Officer, called the results a “powerful example” of how AI can help governments deliver better outcomes, saying the tools reduce time spent on paperwork and allow employees to focus on serving constituents directly.

 

Importantly, the report emphasized that ChatGPT did not replace human judgment but enhanced decision-making by combining AI-powered insights with employee expertise.

 

The pilot program marks one of the first large-scale public sector tests of generative AI in the U.S., positioning North Carolina as a national leader in exploring ethical and effective AI adoption within government services.
