Pakistan’s Federal Cabinet has approved the Artificial Intelligence (AI) Policy 2025, a national roadmap designed to position the country as a knowledge-based economy powered by ethical and inclusive AI adoption.

Framed around six strategic pillars, the policy outlines a future-ready framework to guide responsible AI development and deployment, aiming to boost socio-economic progress, digital empowerment, and global competitiveness.

Federal Minister for IT and Telecommunication, Ms. Shaza Fatima Khawaja, described the policy as a cornerstone of Prime Minister Shehbaz Sharif’s Digital Nation Vision. “This is not merely a policy—it’s a national commitment to responsible innovation, ethical governance, and inclusive prosperity through AI,” she said, noting its alignment with global best practices and Pakistan’s unique developmental needs.

The first pillar focuses on building an AI innovation ecosystem through a National AI Fund, Centres of Excellence in seven major cities, and venture funding for research and commercialization. The second emphasizes awareness and readiness, including training 200,000 individuals annually, awarding 3,000 scholarships, and providing 20,000 paid internships, with efforts to reach marginalized groups.

A secure AI ecosystem forms the third pillar, introducing regulatory sandboxes, cybersecurity protocols, and transparency frameworks to protect data and ensure ethical use. The fourth targets transformation in education, health, agriculture, and governance via sector-specific roadmaps and workforce upskilling.

Infrastructure development is the fifth pillar, proposing a national compute grid, centralized datasets, AI hubs, and cloud-based resources. The sixth calls for international collaboration through joint research, cross-border projects, and alignment with global standards.

Officials say the policy’s approval marks a transformative milestone in Pakistan’s digital journey, establishing AI as a driver of equity, innovation, and economic sovereignty.
