In a sweeping move to boost America’s technological influence and secure global leadership in artificial intelligence (AI), President Donald J. Trump signed a new executive order establishing the American AI Exports Program. The order sets a national policy to support the international deployment of full-stack U.S.-made AI technology packages, from chips and models to cloud services and software applications.

 

“Artificial intelligence is the defining technology of the 21st century,” the order states. “To win the AI race, the United States must lead not only in development, but in the global adoption of American AI standards and systems.”

 

The new initiative, directed by the Secretary of Commerce in coordination with the State Department and the White House Office of Science and Technology Policy (OSTP), calls for the creation of an export promotion program within 90 days. The program will solicit proposals from U.S.-based industry consortia to deploy AI export packages abroad, especially in strategic regions and allied nations.

 

Each proposal must include a comprehensive AI stack: U.S.-manufactured chips, data pipelines, security features, cloud infrastructure, and sector-specific AI applications. Proposals must also specify export destinations, outline operational models, and comply with federal export controls and investment regulations.

 

Selected projects will receive priority access to federal financing tools, including direct loans, credit guarantees, equity investments, and technical assistance. The Economic Diplomacy Action Group (EDAG), led by the Secretary of State and supported by agencies like the Small Business Administration and U.S. Trade Representative, will coordinate these.

 

The State Department will also lead a diplomatic push to foster pro-innovation environments in partner nations, reduce trade barriers, and align multilateral AI deployment strategies.

 

“This executive order is a bold step in ensuring American AI systems—not those of adversaries—power the future global economy,” a senior administration official said. “It’s about protecting our edge and exporting our values through our technology.”

 

The plan positions AI exports as a key lever of U.S. foreign policy, economic security, and technological supremacy, advancing the administration’s broader strategy of aligning innovation with national security goals.
