South Korea and France Strengthen AI Policy Cooperation to Safeguard Privacy and Data Protection

The Personal Information Protection Commission (PIPC) of South Korea has strengthened its cooperation with France’s National Commission on Informatics and Liberty (CNIL) regarding the regulation and policy development of artificial intelligence (AI). The two agencies held their third AI Policy Consultation on September 27, 2024, in Paris, further deepening their collaborative efforts in addressing the challenges posed by AI technologies, particularly in terms of privacy and data protection.

 

The consultation meeting is a continuation of the partnership between PIPC and CNIL, established through a business agreement in October 2022. The collaboration aims to promote the responsible development and deployment of AI systems while protecting personal data and ensuring algorithmic transparency. 

 

During the latest meeting, both organizations shared information on their AI policy efforts. The PIPC provided insights into the AI risk assessment model it is currently developing. This model focuses on identifying and mitigating risks related to the use of AI in various sectors. On the other hand, CNIL introduced the main considerations from its recently published guidance on the deployment of generative AI, titled “How to Deploy Generative AI?” This guide, released in July, provides a framework for managing personal data in AI applications, ensuring that privacy principles are upheld throughout the lifecycle of AI systems.

 

Since the signing of their business agreement, the PIPC and CNIL have consistently engaged in policy consultations and joint projects. Earlier this year, the two organizations collaborated on a public awareness campaign by producing K-webtoon posters aimed at educating children and adolescents about the importance of personal data protection in the AI era.

 

During the first AI Policy Consultation in February 2024, the PIPC shared its “Standards for Pseudonymizing Unstructured Data,” which provides guidelines for anonymizing data in AI applications. In return, CNIL introduced its “AI How-to Sheets,” which outline the key principles for personal data processing during AI development and deployment. These documents emphasize the need for transparency and ethical considerations when using personal data in AI systems.

 

The second consultation, held in June 2024, saw the PIPC present its “Guide to the Processing of Disclosure of Personal Information for the Development and Service of Artificial Intelligence,” further highlighting its commitment to ensuring the safe use of personal data in AI. CNIL, in turn, elaborated on the next iteration of its “AI How-to Sheets,” continuing the dialogue on best practices for data protection in the AI space.

 

Moving forward, both agencies have committed to expanding their cooperation in AI policy and personal data protection. They aim to promote greater awareness of privacy issues, especially in the context of emerging AI technologies. This partnership aligns with the broader goals of ensuring that AI systems are deployed safely and responsibly, with a particular focus on protecting individuals’ personal information.
