U.S. Launches Public Consultation on New American AI Exports Program

The U.S. Department of Commerce has launched a public request for information to guide the new American AI Exports Program, a major federal initiative aimed at promoting U.S. artificial intelligence technologies abroad while limiting reliance on AI systems from foreign adversaries.

 

Announced under Executive Order 14320, signed by President Donald Trump in July, the program seeks to “preserve and extend American leadership in AI” by supporting the export of full-stack AI technology packages developed in the United States. The Commerce Department’s International Trade Administration is now asking for public input before issuing formal requests for proposals from industry-led consortia.

 

These consortia will be expected to deliver end-to-end AI export packages, encompassing hardware such as chips and servers, data infrastructure, AI models, and sector-specific applications in fields like healthcare, education, and transportation. Each proposal must identify target foreign markets, outline operational models, and comply with U.S. export controls, national security rules, and investment restrictions.

 

Selected projects will receive federal backing through priority access to financing and risk-mitigation tools coordinated by the Economic Diplomacy Action Group, chaired by the Secretary of State. These could include direct loans, equity investments, and export assistance through agencies such as the Export-Import Bank and the U.S. International Development Finance Corporation.

 

The Commerce Department is inviting feedback on key questions—ranging from how to structure industry consortia to which markets should be prioritized for AI exports. Public comments are open until November 28, 2025, via Regulations.gov or aiexports.gov.

 

According to the notice, the initiative is part of a broader national effort to integrate economic strategy, technology leadership, and security policy in the global AI marketplace.
