The United Nations General Assembly has approved the creation of two new mechanisms aimed at strengthening global governance of artificial intelligence, in what Secretary-General António Guterres called a “pathbreaking milestone” for international cooperation.
According to a statement issued Tuesday by UN spokesperson Stéphane Dujarric, the General Assembly has endorsed the establishment of the United Nations Independent International Scientific Panel on AI and the Global Dialogue on AI Governance. The move builds on the Global Digital Compact adopted as part of the Pact for the Future in September 2024.
The Global Dialogue on AI Governance will convene states and stakeholders to debate pressing issues posed by artificial intelligence, providing an inclusive platform within the UN system. Meanwhile, the Independent International Scientific Panel will link research and policymaking by delivering impartial, science-based assessments to help governments anticipate challenges and make informed decisions.
An open call for nominations to the Scientific Panel will be launched in the coming weeks. The panel is expected to deliver annual reports, which will feed into the Global Dialogue on AI Governance. The first two dialogue sessions are scheduled for July 2026 in Geneva and July 2027 in New York.
The announcement comes as governments worldwide grapple with balancing AI’s transformative potential against concerns about misuse, bias, and safety. Advocates of the UN initiative say it offers a critical opportunity to ensure that emerging global norms reflect both scientific expertise and broad stakeholder input.
“The Secretary-General calls on all stakeholders to support this historic initiative,” the statement concluded, emphasizing the goal of making AI serve the common good.
