Virginia Becomes First State to Launch AI-Driven Regulatory Review Initiative

Governor Glenn Youngkin has issued Executive Order 51, launching a first-in-the-nation pilot program that uses agentic artificial intelligence (AI) to review and streamline Virginia’s regulatory code.

 

The initiative will deploy generative AI to scan and analyze all of Virginia’s existing regulations and guidance documents, identifying redundancies, inconsistencies, and outdated language. The goal is to further reduce regulatory burdens and modernize the state’s code using cutting-edge technology.

 

“We have made tremendous strides towards streamlining regulations in the Commonwealth,” said Governor Youngkin. “Using emergent artificial intelligence tools, we will push this effort further to unleash Virginia’s economy in a way that benefits all of its citizens.”

 

The pilot marks the first time a U.S. state government has used agentic AI for regulatory reduction. The technology will empower agencies to conduct ongoing, AI-assisted reviews, enabling them to identify contradictions between regulations and statutes, eliminate duplications, and improve clarity in regulatory language.

 

Reeve Bull, Director of the Office of Regulatory Management, called the initiative an extension of Virginia’s national leadership on reform. “With this newest initiative, Virginia will continue to lead the nation, becoming the first state to launch an agentic AI tool to power the regulatory reduction process,” he said.

 

The announcement builds on earlier successes. Also, under Executive Directive 1 and Executive Order 19, Virginia agencies have already surpassed a 25% reduction goal, streamlining 26.8% of regulatory requirements and cutting 47.9% of content from guidance documents.

 

Chief Transformation Officer Rob Ward said the new AI initiative will help agencies meet or exceed their goals and “enhance the efficiency and effectiveness of our state government.”

 

Officials say the project could serve as a national model for modernizing government through AI.
