Chinese President Xi Jinping recently emphasized the need for self-reliance and the responsible, application-driven development of artificial intelligence (AI) during the 20th collective study session of the Political Bureau of the Communist Party of China (CPC) Central Committee on April 25, according to Xinhua News Agency.

 

Presiding over the meeting, Xi underscored AI’s role as a strategic technology fueling a new wave of industrial and scientific transformation. He urged the country to leverage its systemic advantages, focus on real-world applications, and accelerate progress in foundational AI research and core technologies, including high-end chips and essential software.

 

“Artificial intelligence has profoundly changed how people live and work. It brings not only opportunities but also risks,” Xi said. “China must take the initiative, close technological gaps, and ensure AI development proceeds in a safe, reliable, and fair direction.”

 

Xi highlighted China’s strong positioning, citing its vast data resources, integrated industrial system, and expanding AI market. He called for a collaborative innovation ecosystem linking enterprises, academia, and research to drive industrial upgrades and nurture emerging sectors.

 

Recognizing the policy environment as critical, Xi advocated for coordinated support through intellectual property protections, tax incentives, and government procurement strategies. He also stressed the importance of AI education and talent development, urging the integration of AI learning into schools and broader public education efforts.

 

On AI governance, Xi Jinping called for accelerating the formulation of laws, ethical standards, and risk management systems to mitigate potential harms. He also pushed for stronger international cooperation, particularly in supporting the Global South, and the early formation of widely accepted global AI governance frameworks.
