NYC Forges Ahead with Groundbreaking AI Governance Plan

New York City has announced major progress on implementing its groundbreaking Artificial Intelligence Action Plan, which aims to guide the responsible and effective deployment of AI technologies to improve life for New Yorkers. Two key components have been established – the AI Steering Committee and the AI Advisory Network. 

 

The Steering Committee is chaired by the City’s Chief Technology Officer Matthew Fraser and comprises 23 representatives from 16 city agencies. Its role is to support implementation of the Action Plan, provide expertise on AI use cases, collaborate on best practices, and address risks through a management framework.

 

The AI Advisory Network brings in outside experts from industry, academia, labor, and civic organizations. Its initial members include leaders like Dr. Rumman Chowdhury of Humane Intelligence, Dr. Elizabeth Watkins of Intel Labs, Dr. Clifford Stein of Columbia University, and Dr. Jeannette M. Wing of Columbia. This panel will ensure the city’s AI efforts are technically sound, solution-oriented, and address urgent challenges.

 

Additionally, the Office of Technology and Innovation (OTI) has published guiding principles for responsible AI use by city agencies, covering areas like appropriateness, reliability, fairness, privacy, cybersecurity, and transparency. OTI has also defined key AI-related terms and provided guidance on using generative AI tools safely.

 

Mayor Eric Adams emphasized that balancing the risks and rewards of AI is critical for New York City’s success. CTO Fraser stated the city remains ahead of the curve nationally on AI governance through these steps implementing its landmark plan.

 

City leaders like the police, education, transportation, health, administrative services, housing, finance, and immigrant affairs commissioners expressed enthusiasm for the steering committee and advisory network. They see AI’s potential for public safety, education, infrastructure, healthcare access, procurement efficiency, language access, and more – if guided properly.

 

The Corporation Counsel emphasized ensuring AI always furthers the public good. The Chief Procurement Officer saw AI driving down costs and improving government services through smarter purchasing. Private sector experts joining the advisory network were equally excited to collaborate on New York’s responsible AI roadmap. They aim to provide realistic, community-driven guidance enabling both AI’s benefits and mitigating risks across domains.
