U.S. DHS and Polish Ministry of Digital Affairs Sign Memorandum to Strengthen Cybersecurity and Technology Partnership

The U.S. Department of Homeland Security (DHS) and the Polish Ministry of Digital Affairs (MDA) signed a Memorandum of Understanding (MOU) to enhance their collaboration in cybersecurity and emerging technologies. This agreement solidifies the already strong partnership between the two nations and establishes a framework for future cooperation, particularly in response to global security challenges such as cyber threats and artificial intelligence.

 

The MOU outlines several key areas for enhanced cooperation, including cybersecurity policy and strategy, secure design, information sharing, incident response, human capital development, and emerging technologies. Among the emerging technologies identified are artificial intelligence (AI) and Internet of Things (IoT) technologies, both of which are increasingly integrated into critical infrastructure.

 

Under the agreement, both countries will engage in more frequent exchanges of information and expertise to enhance their collective defenses. The partnership also emphasizes the importance of developing AI systems that are secure and resilient to cyberattacks. As part of this initiative, Poland and the U.S. will work together to ensure that AI and IoT technologies are developed with robust security measures in place.

 

“This arrangement lays the groundwork to strengthen and continue building our collaboration, helping DHS and MDA tackle shared responsibilities and achieve our security goals,” said Robert Silvers, DHS Under Secretary for Policy, during the signing ceremony. “Through our strong public-private partnerships, DHS is the key link domestically for cybersecurity and critical infrastructure, and we’re increasingly becoming that link for global partners facing similar threats.”

 

The signing of the MOU took place amid the Fourth Counter Ransomware Initiative Summit, hosted by the White House. At this summit, the U.S. and Poland, along with representatives from nearly 70 countries and international organizations, reaffirmed their commitment to fighting the global rise in ransomware attacks. The summit provided an ideal platform for Poland and the U.S. to demonstrate their shared commitment to addressing cyber threats in a coordinated manner.

 

This MOU also precedes Poland’s upcoming presidency of the Council of the European Union in January 2025. As part of its leadership role, Poland has identified strengthening its relationship with the U.S. and enhancing European information security as top priorities.

 

“Poland has long championed solidarity in civil society, but effectively doing so requires ensuring societal safety and security, especially in cyberspace,” said Rafał Rosiński, MDA Under Secretary of State and Poland’s signatory for the agreement. He noted that in light of emerging technological threats, it is critical for Poland to partner with its closest security allies, particularly the United States.

 

Various entities within DHS, such as the Cybersecurity and Infrastructure Security Agency (CISA), the Office of Strategy, Policy, and Plans, and the Science and Technology Directorate, will be responsible for advancing cybersecurity initiatives under this new partnership. In Poland, the MDA will coordinate the implementation of the MOU, including through its National Research Institute (NASK).
