The United Kingdom and Qatar have launched a joint Artificial Intelligence (AI) research commission, marking a new phase in their bilateral relationship. The initiative brings together Queen Mary University of London and Qatar’s Hamad bin Khalifa University to develop a shared roadmap for AI collaboration.
The project was announced during the State Visit of the Amir of Qatar to the UK. It reflects both countries’ intent to deepen cooperation on AI while addressing governance, ethics, and long-term societal impact.
Funding and Strategic Context
The UK Government is funding the commission through the Gulf Strategy Fund. This program sits within the Foreign, Commonwealth and Development Office’s International Programme.
Through this funding, the UK aims to strengthen partnerships in the Gulf region. Qatar, in turn, seeks to expand its global role in AI research and policy. Together, the two governments frame the initiative as a platform for economic growth and responsible innovation.
Research Focus and Scope
The joint study will examine several core areas of AI collaboration. These include ecosystem development, policy and regulation, security considerations, and international engagement.
Rather than producing abstract guidance, the commission will identify practical steps for cooperation. It will also build on existing national AI strategies in both countries to ensure alignment with domestic priorities.
Academic Leadership and Vision
Professor David Leslie of Queen Mary University of London and the Alan Turing Institute will lead the study. He described the project as timely, noting the rapid pace of AI development and the need for thoughtful coordination.
“We are at a pivotal moment in the history of AI,” Leslie said. He emphasized the opportunity to apply AI for public benefit while managing emerging risks. According to Leslie, the commission could also unlock new commercial and research opportunities.
Diplomatic and Policy Support
UK officials have framed the commission as part of a broader diplomatic effort. Neerav Patel, the British Ambassador to Qatar, highlighted both countries’ experience in AI ethics and governance.
He noted that the partnership reflects a shared commitment to addressing complex global challenges together. In his view, AI cooperation now plays a central role in modern diplomacy.
Qatar’s Perspective on Ethical AI
Qatar has also emphasized the ethical dimension of the collaboration. Dr. Mariam Khalid Al-Hamar, Minister Plenipotentiary at Qatar’s Ministry of Foreign Affairs, linked AI development to peacebuilding and decision-making.
She argued that responsible AI can support diplomacy and conflict resolution. According to Al-Hamar, stronger analytical tools can help governments respond to global challenges with greater precision.
Institutional Collaboration
Several institutions contributed to shaping the initiative. These include Qatar’s Ministry of Foreign Affairs, the AI Committee within the Ministry of Communications and Information Technology, the Qatar Research, Development, and Innovation Council (QRDI), and the British Embassy in Doha.
Omar Al Ansari, Secretary General of QRDI, stressed the value of combining national investments. He said the commission could generate high-impact projects while strengthening links between the UK and Qatari innovation ecosystems.
