The U.S. Department of Agriculture (USDA) has introduced its inaugural AI Strategy for Fiscal Years 2025–2026, aiming to leverage artificial intelligence (AI) to bolster American agriculture. Announced by Agriculture Secretary Tom Vilsack, the strategy is a response to evolving technological advancements and builds on President Biden’s executive orders promoting the safe and trustworthy development of AI.

 

“This strategy reflects our commitment to transparency, ethics, and accountability as we integrate AI to enhance efficiency and serve the American people,” said Vilsack. The USDA’s initiative highlights the transformative potential of AI to optimize resource allocation, improve operational efficiency, and safeguard agricultural production in the face of global challenges.

 

The USDA’s strategy emphasizes five primary goals:

 

  1. AI Governance and Leadership: Establishing robust oversight structures and policies to ensure the responsible development and use of AI.

 

  1. Workforce Readiness: Investing in training and recruitment to equip USDA employees with AI-related skills.

 

  1. Infrastructure and Tools: Developing scalable and secure AI infrastructure, including the USDA AI Lab.

 

  1. Data Readiness and Access: Enhancing data management practices to support AI implementation and ensure high-quality outputs.

 

  1. Ethical, Equitable, and Responsible AI Use: Adopting frameworks to mitigate bias, safeguard privacy, and promote transparency.

 

The strategy outlines a roadmap to integrate generative AI for tasks such as drafting reports and analyzing satellite data, with assurances that AI will complement, not replace, the USDA workforce. Initiatives like the Generative AI Review Board and partnerships with academic institutions aim to foster innovation while adhering to ethical standards.

 

AI’s integration at the USDA is expected to yield practical benefits, such as:

 

  • Geospatial Analysis: Leveraging AI and computer vision to monitor crop and forest health, predict wildfires, and assess disaster damage.

 

  • Predictive Analytics: Enhancing sustainability, food safety, and agricultural production through data-driven insights.

 

  • Policy Development: Processing large datasets to inform policy making and market forecasting.

 

The USDA’s AI Lab will act as a hub for innovation, enabling experimentation and collaboration across its Mission Areas. The lab’s initial projects have demonstrated the potential for AI to streamline repetitive tasks and address agricultural challenges.

 

The USDA emphasized the importance of collaboration with federal agencies, academic institutions, and private-sector partners to advance its AI goals. The strategy also incorporates feedback from over 200 stakeholders and aligns with federal standards like the NIST AI Risk Management Framework.
