UPDATE — SEPTEMBER 2025:

India’s Responsible AI research program, launched by MeitY and IndiaAI-IBD in early 2024, has moved into an active development phase. Several major milestones now show how the initiative is evolving into a broader national framework.

Program Selection and Early Progress

The call for Expressions of Interest closed on February 4, 2024. After reviewing submissions from IITs, IIITs, startups, and research groups, MeitY shortlisted proposals during mid-2024. In August 2024, officials selected ten projects for funding.

Integration with the IndiaAI Mission

In July 2024, the Union Cabinet approved the IndiaAI Mission, a large national effort that combines multiple AI programs under one umbrella. Responsible AI research became a flagship stream alongside initiatives focused on datasets, skills development, and computing infrastructure. As a result, the projects now sit within a broader national strategy for AI growth.

Data Protection Alignment

By 2025, the program linked directly with India’s Digital Personal Data Protection Act, 2023. Funded teams must demonstrate compliance with data protection rules. Consequently, researchers now treat privacy and responsible AI development as connected goals rather than separate requirements.

New Guidance and Toolkits

During mid-2025, policymakers circulated draft Responsible AI playbooks and testing frameworks for public feedback. These drafts included bias auditing methods, transparency standards, and ethical guidance tailored to sectors such as finance, healthcare, and agriculture. Additionally, officials began discussing common testing practices to improve consistency across projects.

Certification and Next Steps

Policymakers are now exploring certification or accreditation pathways for AI systems developed under the initiative. The goal is to build trust both domestically and internationally, including in G20 and OECD discussions.

At present, the ten funded projects are undergoing milestone reviews as development continues through 2026. Meanwhile, a second funding round is tentatively planned for 2026.

  1. Machine Unlearning: Developing algorithms to eliminate biases or inaccuracies ingrained in machine learning models.

 

  1. Synthetic Data Generation: Creating realistic yet privacy-compliant datasets to address gaps in real-world data.

 

  1. Algorithm Fairness Tools: Building frameworks to assess and mitigate biases in automated decision-making systems.

 

  1. AI Bias Mitigation Strategies: Exploring pre- and post-processing methods to reduce discriminatory outcomes in AI models.

 

  1. Ethical AI Frameworks: Establishing guidelines that align AI development with societal and human values.

 

  1. Privacy Enhancing Strategies: Implementing techniques like differential privacy and data minimization to protect personal information.

 

  1. Explainable AI Frameworks: Enabling transparency in AI decision-making to enhance accountability.

 

  1. AI Ethical Certifications: Validating adherence to ethical AI standards.

 

  1. AI Governance Testing Frameworks: Ensuring compliance with regulatory and ethical requirements in AI deployment.

Eligibility and Collaboration

The initiative is open participation to IITs, NITs, IIITs, startups, and private research organizations. Moreover, MeitY encourages joint applications between academic and industry partners to promote collaboration and real-world impact.
