The White House recently released “Winning the AI Race: America’s AI Action Plan,” a sweeping policy framework aimed at accelerating U.S. leadership in artificial intelligence across innovation, infrastructure, and global diplomacy.

Developed in response to President Trump’s January executive order, the plan outlines more than 90 federal actions designed to fast-track AI development and safeguard America’s economic and national security. The initiative focuses on three pillars: Accelerating Innovation, Building American AI Infrastructure, and Leading in International Diplomacy and Security.

Among the plan’s most prominent features is the Exporting American AI initiative, which will see the Commerce and State Departments partner with U.S. industry to deliver secure AI “full-stack” solutions—including chips, models, software, and standards—to allies abroad. The plan also calls for rapid expansion of domestic data centers and semiconductor facilities by modernizing federal permitting and increasing workforce capacity in high-demand technical trades.

“We are moving with urgency,” said White House Office of Science and Technology Policy Director Michael Kratsios. “This plan galvanizes federal efforts to turbocharge innovation, build cutting-edge infrastructure, and ensure American workers and families thrive in the AI era.”

The plan also addresses AI governance and values. It includes a directive for federal agencies to revise procurement guidelines, ensuring that large language models used in government contracts are “objective and free from top-down ideological bias.”

AI and Crypto Czar David Sacks emphasized the plan’s global stakes: “Artificial intelligence will transform the global economy and the balance of power. To remain the world’s leading economic and military power, America must win the AI race.”

Secretary of State Marco Rubio added, “Winning the AI race is non-negotiable. The world must continue to run on American technology.”
