The European Commission has launched a 12-week public consultation and call for evidence on the evaluation of the EU Chips Act, inviting stakeholders across the semiconductor ecosystem to provide feedback on its effectiveness and future direction.
The consultation, which opened September 5 on the Commission’s Have Your Say portal, is designed to ensure the Chips Act remains “fit for purpose” amid shifting technological, market, and geopolitical realities. It will assess whether the legislation is effective, efficient, relevant, and coherent, while also considering possible simplifications to strengthen Europe’s semiconductor ambitions.
Adopted in 2023, the Chips Act aims to boost the EU’s share of global semiconductor production and reduce dependence on foreign suppliers. The framework supports research, innovation, and supply chain resilience, but rapid developments in chip design and manufacturing — coupled with rising global competition — have prompted the Commission to revisit its provisions.
The Commission is encouraging broad participation, from semiconductor manufacturers and industrial users in sectors such as automotive, telecom, healthcare, and energy, to start-ups, SMEs, investors, NGOs, and academic institutions. Authorities at the national and EU level, including the Chips Joint Undertaking, are also invited to submit input.
Scientific evidence and research contributions, particularly those providing quantitative analysis or data, are especially welcome to strengthen the evidence base. Feedback gathered will feed into the Commission’s evaluation report and help shape potential adjustments to the Act.
“The Chips Act is central to Europe’s technological sovereignty. This review is an opportunity to ensure the framework remains agile and responsive to future challenges,” a Commission official said.
The consultation will close in late November, after which the Commission will prepare its evaluation and outline any legislative or policy updates needed to keep Europe competitive in the global semiconductor race.
