Governor Josh Shapiro announced that Amazon will invest at least $20 billion to develop artificial intelligence (AI) and cloud computing campuses across Pennsylvania, marking the largest private sector investment in the state’s history.

 

The ambitious plan by Amazon Web Services (AWS) includes the creation of at least 1,250 high-paying, high-tech jobs and will begin with new data center campuses in Salem Township, Luzerne County, and Falls Township, Bucks County. More sites are under consideration statewide.

 

“Amazon’s commitment of at least $20 billion to build new state-of-the-art data center campuses across our Commonwealth is a game changer,” said Governor Shapiro. “This investment brings good-paying jobs, new revenue for our communities, and solidifies Pennsylvania’s role in leading the future of AI.”

 

The announcement builds on Shapiro’s broader economic development strategy, which includes reducing regulatory barriers, modernizing infrastructure, and creating thousands of new jobs. Since taking office, the Shapiro administration has secured over $25.2 billion in private investment and created nearly 11,000 jobs.

 

David Zapolsky, Amazon’s chief global affairs and legal officer, said the investment reflects Amazon’s commitment to both AI innovation and long-term economic partnerships. “We’re expanding our cloud infrastructure while investing in workforce development and community initiatives,” he said.

 

DCED Secretary Rick Siger praised the bipartisan collaboration with local leaders and emphasized the tax and economic benefits for Pennsylvania municipalities. “Every state wanted this project—thanks to Governor Shapiro’s leadership, we won it.”

 

Since 2010, Amazon has invested more than $26 billion in Pennsylvania. With this latest move, Pennsylvania is positioned to play a central role in the next generation of generative and agentic AI infrastructure, innovation, and workforce development.
