Delaware has launched a first-of-its-kind AI Sandbox Program, positioning the state as a national leader in responsible artificial intelligence development. Governor Matt Meyer signed a joint resolution Wednesday to create a framework that allows innovators to test AI technologies under regulatory oversight while maintaining the state’s commitment to public trust and corporate governance.

 

“Delaware has always been at the forefront of innovation,” said Gov. Meyer. “This initiative allows visionaries to responsibly test AI while ensuring transparency, ethical safeguards, and economic opportunity.”

 

The AI Sandbox will serve as a regulatory testing ground for startups and industry leaders to pilot advanced AI applications across key sectors such as healthcare, biotech, chemicals, financial services, and corporate governance. By easing certain regulatory barriers in a controlled environment, the state aims to spark breakthrough innovation without compromising consumer protections.

 

The resolution directs the Delaware AI Commission to draft formal legislation by January 2026. Once enacted, the Sandbox will be governed by a diverse oversight body including leaders from the Secretary of State’s office, judiciary, legislature, and gubernatorial appointees.

 

“This new framework reflects Delaware’s commitment to ethical, transparent, and forward-looking tech development,” said Rep. Krista Griffith, Chair of the AI Commission. Sen. Stephanie Hansen added that the program will allow Delaware to take the lead in using agentic AI within corporate governance.

 

With over 60% of Fortune 500 companies incorporated in Delaware, and strong industry roots in biotech and finance, officials say the state is uniquely positioned to define the future of responsible AI innovation.

Tech companies are already signaling interest, seeing Delaware’s approach as a model for bold experimentation balanced with thoughtful regulation.
