The European Union and Egypt pledged deeper cooperation on artificial intelligence, cybersecurity, and next-generation connectivity at their first EU–Egypt Summit on October 22, 2025, pairing political commitments with fresh funding and research links.
Leaders said they will “advance cybersecurity, artificial intelligence, data economy, talent development and digital skills,” and begin regular exchanges on AI governance and trustworthy, inclusive AI. The agenda includes joint work on digital public services and e-Signatures, plus investment in “trusted, secure digital connectivity and data infrastructures.”
Research ties widened as Egypt formally associated with Horizon Europe, granting Egyptian universities and companies access to EU research calls and coordination roles, including participation in the PRIMA partnership on water and agri-tech. The annex outlined additional support for innovation and skills, including €110.5 million in 2025 for economic governance and future-jobs training, and plans to strengthen Technical and Vocational Education and Training and Erasmus+ cooperation.
Connectivity will also expand through the MEDUSA submarine fiber link, with a Port Said landing slated to be ready in 2027, positioning Egypt as a regional data hub. On energy tech, both sides committed to the Trans-Mediterranean Energy and Clean Tech Cooperation Initiative (T-MED), accelerating renewables, grid upgrades, cross-border interconnectors, and low-carbon solutions such as carbon capture and storage, alongside methane abatement and smart transport.
Security arrangements feature a prospective EU–Egypt Security and Defence Dialogue with workstreams on counterterrorism, cybercrime, and maritime domain awareness, plus operational steps with Europol and a preparatory track with Eurojust and the European Public Prosecutor’s Office.
Financially, the EU reaffirmed a €7.4 billion package announced in 2024 and detailed an EU–Egypt Investment Mechanism to mobilize up to €5 billion by 2027 via EFSD+, with targeted green-transition and clean-tech projects, trade modernization, and a possible Sustainable Investment Facilitation Agreement. Both sides agreed to meet again in Egypt in 2027.
