A sweeping new report from the European Commission’s Joint Research Centre (JRC) calls for urgent, coordinated policy action to navigate the rapid rise of generative AI (GenAI) and ensure its alignment with EU values and law.

 

The “2025 Generative AI Outlook Report,” published by the EU’s science and knowledge service, outlines the transformative impact of GenAI across sectors ranging from education to cybersecurity, and warns that without ethical oversight, strategic investment, and regulatory clarity, Europe risks falling behind global competitors and undermining public trust.

 

“GenAI is not merely a technological advancement,” the report states. “It represents a fundamental shift in how digital technologies intersect with society and the economy.”

 

While highlighting GenAI’s potential to drive innovation, boost productivity, and improve services in sectors like healthcare, the report also flags major risks—especially those related to misinformation, bias, job displacement, privacy violations, and environmental impact.

 

The JRC urges policymakers to strengthen existing EU legislation, including the recently passed EU AI Act, Digital Services Act, and General Data Protection Regulation (GDPR), while accelerating efforts to implement AI Factories, Common European Data Spaces, and dedicated investments in computing infrastructure and skills training.
