India’s National Association of Software and Service Companies (NASSCOM), with support from Anand and Anand, has released the Developer’s Playbook for Responsible AI in India. The document, unveiled in November 2024, sets out a practical framework for ethical and accountable AI development.

The playbook responds to growing concerns about AI risk. It aims to help developers address ethical challenges early. At the same time, it supports innovation across India’s fast-growing AI ecosystem.

Aligning Innovation With Societal Values

NASSCOM designed the playbook to align AI innovation with societal values. It emphasizes inclusivity, accountability, and transparency. More importantly, it calls on developers to embed responsible AI practices throughout the AI lifecycle.

By doing so, the playbook seeks to strengthen public trust. It also positions India as a global leader in ethical AI development.

Who the Playbook Is For

The playbook targets developers, businesses, and stakeholders involved in AI systems. It applies across the full AI lifecycle, from early design to post-deployment monitoring.

To address varied risk profiles, the playbook includes three tailored risk mitigation guides:

• Discriminative AI models
• Generative AI models
• AI applications

Each guide supports consistent risk management. However, it remains flexible enough for different sectors and use cases.

Risk Management Across the AI Lifecycle

Each risk mitigation guide follows the same structure. It addresses risks at key stages, including conception, data collection, model training, deployment, and monitoring.

As a result, developers can identify risks early. They can also adjust safeguards as systems evolve in real-world use.

Key Elements of the Playbook

The playbook outlines several core practices to support responsible AI development.

First, it stresses risk identification. Developers should clearly document a system’s intended purpose. This step helps ensure alignment with ethical and legal standards.

Next, it emphasizes strong data governance. The guidance focuses on data quality, privacy protection, and compliance with India’s Digital Personal Data Protection Act, 2023.

It also addresses bias mitigation. Developers receive strategies to detect and reduce bias in both data and models. These steps aim to prevent discriminatory outcomes.

In addition, the playbook promotes transparency and accountability. It encourages the use of model cards, datasheets, and factsheets. These tools help communicate system limits, risks, and safeguards.

Finally, the playbook highlights security measures. It outlines best practices for defending against adversarial attacks and maintaining reliable system performance.

A Collaborative and Practical Effort

NASSCOM developed the playbook with input from academics, industry leaders, and global organizations. Contributors include Tata Consultancy Services, the Indian Institute of Technology, and the AI Safety Institute.

This collaboration ensures the guidance reflects global best practices. At the same time, it remains grounded in India’s regulatory and market context.

The playbook also recognizes the challenges startups face. Smaller teams often lack the resources of large enterprises.
