Ireland has released comprehensive national guidelines to ensure the responsible development and deployment of artificial intelligence (AI) within its public sector, marking a major step forward in digital governance and ethical technology use. Published by the Department of Public Expenditure, NDP Delivery and Reform, the “Guidelines for the Responsible Use of Artificial Intelligence in the Public Service” aim to equip public servants with practical tools and standards to use AI in ways that enhance services while safeguarding rights.
Developed collaboratively with civil servants from across various departments, the guidelines align with the EU AI Act and the GDPR, ensuring regulatory compliance while fostering innovation. At the heart of the framework are seven key principles for trustworthy AI: human agency and oversight; technical robustness and safety; privacy and data governance; transparency; diversity, non-discrimination and fairness; societal and environmental well-being; and accountability.
“AI holds enormous potential for transforming public service delivery,” Minister Jack Chambers wrote in a foreword. “But with that potential comes the responsibility to ensure that public trust, privacy, and fairness remain central.”
The guidelines are structured around four core tools: a Decision Framework to assess whether AI is the right solution for a specific need, a Responsible AI Canvas to help design projects that align with ethical principles, detailed guidance for each phase of the AI lifecycle, and use-case examples to show real-world applications in government operations, policymaking, service delivery, and oversight.
Key risks such as bias, lack of transparency, and over-reliance on automation are addressed throughout. The document underscores the necessity of human oversight and highlights scenarios where public bodies may act as both AI providers and deployers. It also includes advice on the use of generative AI and maintaining data protection in compliance with the GDPR.
In practice, this means systems like chatbots must clearly inform users they are interacting with AI, and applications that fall under the EU AI Act’s “high-risk” category—such as those involving health, education, or law enforcement—must adhere to strict requirements for transparency, documentation, and human oversight.
