Fianna Fáil TD Naoise Ó Cearúil has introduced legislation that would establish Ireland’s first national office dedicated to overseeing and advancing the ethical use of artificial intelligence (AI). The National Artificial Intelligence Bill 2026 aims to position Ireland as a global leader in AI development and regulation.

 

If passed, the legislation would create the Oifig Náisiúnta na hIntleachta Saorga—or National Artificial Intelligence Office—which would be tasked with enforcing oversight of high-risk AI systems, supporting public and private sector adoption, and promoting digital literacy and workforce upskilling across the country.

 

“This is the first time in our history that Ireland has a real chance to lead during a global technological revolution,” Ó Cearúil said Monday at Leinster House. “We need the State to be strategic and invest in bodies that will shape the future of our economy.”

 

The proposed AI office would coordinate Ireland’s national AI strategy, guide responsible innovation, and ensure that the rollout of AI technologies aligns with ethical standards and public interest. The bill emphasizes balancing economic opportunity with safeguards for transparency and accountability.

 

Ó Cearúil warned that global powers such as the U.S. and China are moving quickly in AI investment and development. “We are at a crossroads. AI is advancing rapidly, and we need the right systems and structures in place to manage this transition.”

 

The bill reflects growing interest across Europe in formal AI governance structures. This move aligns with Ireland’s ambitions to contribute not just as a user of AI, but as a leader.

 

The legislation is expected to be debated in the Oireachtas later this year.
