The New Zealand government has released its long-awaited national strategy for artificial intelligence. It outlines a vision for the responsible and inclusive development of AI technologies across the country. The strategy emphasizes trust, innovation, and community involvement as core principles for building an AI-ready Aotearoa.

The strategy is titled “A Strategy for Artificial Intelligence in New Zealand.” It provides a high-level framework to guide the public and private sectors through a rapidly evolving technological landscape. It lays out six key focus areas: building trust, enhancing inclusion, strengthening foundations, supporting Māori aspirations, encouraging innovation, and preparing for the future.

“AI presents enormous opportunities for New Zealand, but to seize them, we must ensure that the development and deployment of AI are guided by our shared values,” said Minister for the Digital Economy and Communications Judith Collins. “This strategy is about enabling all New Zealanders to participate in and benefit from the AI era.”

The government aims to build a trusted and inclusive AI ecosystem by prioritizing fairness, transparency, accountability, and Māori data sovereignty. The strategy recognizes the potential for AI to both empower and harm, particularly for marginalized groups, and calls for robust governance frameworks that promote equitable outcomes.

To support innovation, the strategy encourages research, workforce development, and responsible experimentation with AI technologies, especially within key sectors such as health, education, and agriculture. It also commits to cross-sector collaboration and international alignment to ensure that New Zealand keeps pace with global AI developments.

Of particular note is the strategy’s recognition of Te Tiriti o Waitangi (the Treaty of Waitangi), which it states must be upheld in all AI efforts involving Māori communities. The strategy promotes support for Māori-led innovation and the protection of Māori data as taonga (treasure).

While not a regulatory document, the strategy serves as a foundation for future action plans, policy proposals, and investments. The government intends to continue engaging with communities, industries, and international partners as it develops more detailed implementation plans.
