Ohio Homeland Security has introduced a first-in-the-nation suspicious activity reporting system that uses artificial intelligence (AI) to collect and process public safety tips.
The new system, called Safeguard Ohio, was developed in partnership with private firm Vigiliti and replaces the state’s online reporting form. Available as a mobile app, Safeguard Ohio enables residents to anonymously upload video, audio, and photos of potential threats and suspicious incidents. Submissions are sent in real time to the Statewide Terrorism Analysis and Crime Center, where analysts review them 24/7 before alerting the appropriate authorities.
Governor Mike DeWine said the AI-driven platform makes it easier for residents to support law enforcement. “Events that threaten the safety of Ohioans can be hard to predict, but they can be prevented with help from timely, detailed tips from the public,” he said. “This new app simplifies the process to get information to law enforcement quickly and conveniently.”
The app allows users to categorize tips under eight areas, including drug activity, terrorism, school threats, human trafficking, and crimes against children. It also supports reports in 10 languages beyond English, including Spanish, Arabic, and Chinese.
A key feature is its AI-powered prompts, which guide users to provide detailed information. “The AI is trained to keep asking questions until the person reporting says they have no more information,” said Mark Porter, OHS Executive Director. “We will get the high-quality intelligence we need to act on a tip through this new system.”
Officials emphasized the app is not a substitute for 911 in emergencies, though its AI can detect urgent situations and prompt users to call. Safeguard Ohio is the first tip-reporting app in the U.S. to apply AI in this way.
