President Donald Trump signed a sweeping executive order aimed at removing barriers to American leadership in artificial intelligence (AI). The order, titled “Removing Barriers to American Leadership in Artificial Intelligence,” revokes previous policies deemed obstacles to U.S. AI innovation, including the 2023 “Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence” directive.
The executive order underscores the administration’s commitment to maintaining global AI dominance by fostering innovation free from ideological biases or engineered social agendas. “The United States has long led in AI innovation,” the order reads, “and with the right government policies, we can secure a brighter future for all Americans.”
Central to the order is a mandate to review and eliminate actions stemming from the revoked Executive Order 14110, which prioritized AI safety and trustworthiness. The Assistant to the President for Science and Technology (APST), alongside the Special Advisor for AI and Crypto and other senior officials, has been tasked with identifying and revising any policies inconsistent with the administration’s new direction. Agencies are instructed to suspend, revise, or rescind policies as necessary to align with the goal of unimpeded AI development.
The order also directs senior officials, including the APST and the Assistant to the President for National Security Affairs, to develop an AI Action Plan within 180 days. This plan aims to ensure U.S. competitiveness, enhance national security, and promote “human flourishing” through AI. The plan will coordinate efforts across various federal agencies to streamline AI policy and remove regulatory bottlenecks.
To align with the new directive, the Office of Management and Budget must revise recent memoranda related to AI within 60 days. The revisions will prioritize removing administrative hurdles while maintaining consistency with the administration’s overarching AI policy. This order marks a significant shift in federal AI policy, reflecting the administration’s belief in the transformative power of AI as a driver of economic growth and technological superiority.
