Singapore Expands AI and Data Protection Efforts with New Sandbox, PETs Guide, and National Trustmark

Singapore has unveiled three major initiatives aimed at strengthening AI safety and data protection.The move reinforces its position as a global leader in trusted technology governance. The announcements came during the Personal Data Protection (PDP) Summit 2025. Minister Josephine Teo outlined efforts to build a secure digital ecosystem that supports innovation while safeguarding personal data.

 

At the center of the rollout is the expanded Global AI Assurance Sandbox. It’s developed by the Infocomm Media Development Authority (IMDA) and the AI Verify Foundation. The Sandbox now includes new risk archetypes such as agentic AI and prompt injection vulnerabilities. It offers companies and regulators a structured environment to test AI systems, informed by IMDA’s new Starter Kit for safety testing large language models (LLMs). These insights will help shape future accreditation frameworks for AI testing.

 

Complementing the Sandbox is the launch of a Privacy Enhancing Technologies (PETs) Adoption Guide, aimed at helping businesses evaluate and implement PETs. These technologies allow AI systems to operate on sensitive data without compromising privacy. The guide provides practical tools, including a use-case evaluation framework and implementation checklist, drawn from real-world experience in IMDA’s earlier PET Sandbox.

 

Singapore also announced that its Data Protection Trustmark (DPTM) has been elevated to a new national standard (SS 714:2025). Developed with Enterprise Singapore and the Singapore Accreditation Council, the certification aligns with global best practices and provides clearer requirements for cross-border data transfers and third-party management. The new process simplifies certification, offering businesses a streamlined path to demonstrate accountable data protection practices.

 

Announcements come as more than 2,000 industry leaders gather for PDP Week 2025, themed “Data Protection in a Changing World.” With its practical, risk-based approach, Singapore is doubling down on AI assurance, PET adoption, and world-class data protection standards—setting a global example for trusted digital innovation.
