South Korea’s National Artificial Intelligence Strategy Committee has finalized a sweeping national AI roadmap aimed at accelerating innovation, strengthening digital infrastructure, and positioning the country among the world’s top AI powers. The plan was approved during the committee’s second plenary session held Feb. 25 in Seoul, bringing together government officials, private-sector experts and representatives from multiple ministries.
The newly adopted “Republic of Korea Artificial Intelligence Action Plan,” which serves as the country’s Basic Plan for Artificial Intelligence from 2026 to 2028, outlines a comprehensive strategy designed to embed AI across government, industry and society. Officials said the framework includes 99 execution tasks and more than 300 policy recommendations developed through public consultation and interagency collaboration.
At the core of the plan is a vision to drive national growth through AI by building an innovation ecosystem, transforming foundational infrastructure and expanding global contributions. Key initiatives include expanding AI computing and data resources, strengthening AI talent development across education levels, promoting regulatory reform, and supporting industry-specific AI models in sectors such as healthcare and manufacturing.
The committee also approved reforms aimed at modernizing government digital systems following recent infrastructure challenges. New governance guidelines call for stronger data center safety standards, expanded disaster recovery systems, and increased use of private cloud infrastructure for sensitive and public data. Officials said these changes are designed to improve resilience and ensure continuity of critical public services.
Another major agenda item focused on cybersecurity. The committee endorsed a phased roadmap to introduce a security vulnerability reporting and disclosure system, encouraging collaboration between organizations and white-hat hackers to identify and address risks before incidents occur. The program is expected to begin with pilot projects in 2026 before expanding nationwide.
In addition, the government approved a “K-Moonshot” strategy aimed at using AI to accelerate scientific discovery and tackle national missions in areas such as biotechnology, energy, semiconductors and space through 2035.
Committee leaders said the finalized action plan establishes a long-term framework for coordinated national AI policy, with continued oversight intended to ensure measurable results and public benefit as implementation begins.
