The U.S. Department of State has released its “Enterprise Data and Artificial Intelligence (AI) Strategy,” a sweeping plan to embed data-driven decision-making and AI-powered tools into the core of American diplomacy.
Unveiled in September 2025, the strategy outlines two overarching goals: to pioneer “cutting-edge statecraft for 21st-century challenges” and to accelerate technological adoption across global operations. Secretary of State Marco Rubio described the initiative as essential to ensuring the United States “remains the dominant force in artificial intelligence to promote prosperity and protect our economic and national security”.
The plan builds on early successes such as StateChat, the Department’s generative AI chatbot used by over 45,000 personnel, and Northstar, an analytics tool that provides AI-generated insights into the global information environment. Future initiatives include AI.State, a centralized repository of AI resources; Data.State, a secure data platform connecting more than 120 offices; and an AI Implementation Dashboard to track progress in real time.
Deputy Secretary of State for Management and Resources Michael J. Rigas said the Department must “lead with strength and vision” in a new era of global competition, calling on diplomats to “embrace this strategy and actively contribute to its implementation.”
The strategy emphasizes responsible innovation, aligning with America’s AI Action Plan, Executive Order 14179, and new federal AI governance directives. It commits to expanding AI literacy for diplomats, deploying secure AI infrastructure across classified systems, and coordinating investments through the AI Investment Management Group to maximize efficiency and accountability.
By institutionalizing AI in diplomacy, the Department aims to enhance decision-making, streamline operations, and maintain America’s technological edge — “empowering our diplomats to move at the speed of relevance,” the report states.
