Turkey’s Ministry of National Education has introduced a detailed set of ethical rules governing the use of artificial intelligence in public schools, establishing a new compliance structure that officials say will improve transparency, accountability and student safety, Daily Sabah reported.

 

The “Ethical Guidelines for Artificial Intelligence Applications in Education” define how AI tools may be developed, deployed and monitored across the country’s education system. According to Daily Sabah, the framework is part of the ministry’s broader Artificial Intelligence Policy Document and Action Plan for 2025–2029, which took effect in June 2025 and seeks to formalize how schools integrate emerging technologies into teaching and administrative functions.

 

A parallel directive issued in October 2025 created the Ministry’s Artificial Intelligence Ethics Board, giving the guidelines an institutional backbone and establishing a multi-tier oversight model spanning national, provincial, district and school levels. Local AI ethics teams will be responsible for monitoring compliance and screening potential violations.

 

Under the new rules, teachers and education officials must submit a formal ethical declaration before using AI systems in classrooms or administrative workflows. The declaration, submitted through a new online platform, confirms that proposed uses meet national ethical standards and legal safeguards.

 

Daily Sabah reported that the ministry’s guidelines also outline how alleged violations will be reported, documented and reviewed, adding clarity to disciplinary and corrective procedures. Officials said the principles were developed after examining both domestic and international recommendations on AI ethics.

 

To operationalize the framework, the ministry will roll out the *Artificial Intelligence Applications Ethical Declaration System* (YAZEK) on February 2. The platform will collect declarations and centralize reports of ethical breaches in a standardized format.

 

The ministry said the initiative is intended to ensure that AI is used in ways that are educationally beneficial, secure and inclusive, while giving students, parents and teachers increased transparency over how algorithmic tools are applied in schools, according to Daily Sabah.
