The UAE Cabinet, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has approved the launch of the world’s first integrated regulatory intelligence ecosystem within the government through AI. The decision marks a milestone in smart governance and legislative reform, as the UAE continues its drive to modernize public administration.
The AI-powered system will reshape the legislative process, enabling faster, more precise drafting of laws while maintaining alignment with the country’s values and development goals. It connects federal and local legislation with judicial rulings, government services, and executive procedures. By using large-scale data, it tracks the real-time impact of laws on citizens and the economy and proposes updates when needed.
“This new legislative system, powered by artificial intelligence, will change how we create laws,” Sheikh Mohammed said. “It ensures our legislative framework remains globally competitive while tailored to our nation’s path of development.”
The system will be managed by a newly established Regulatory Intelligence Office within the Cabinet’s General Secretariat. It aims to reduce the time required for legislative drafting by up to 70 percent and will be connected to global research centers to integrate best international practices into UAE law.
Also approved was the restructuring of the Emirates Council for Balanced Development, chaired by H.H. Sheikh Theyab bin Mohamed bin Zayed Al Nahyan. The Council’s focus will be on community-based development projects that ensure equitable growth across all regions.
Other Cabinet decisions included the launch of the Global Alliance for Energy Efficiency, ratification of 12 international agreements, and approval to negotiate 32 others. The Cabinet also reviewed updates on the national tax system, sports strategy, autism policy, and the Sheikh Zayed Housing Programme, which issued over 9,400 housing approvals valued at AED 7.5 billion over three years.
With this suite of strategic decisions, the UAE is solidifying its role as a global model for forward-thinking, AI-driven governance.
